No window film will not stop fading but will reduce the chance of damage from fading. No window film can eliminate fading. See the UV pie chart in the UV Protection section.

No, applying window film will not affect houseplants.

Generally no, unless the correct outside lighting is used. There is no film that can give a one way mirror effect. Window film will however give privacy during the day.
 
Yes, use a soft cloth and any normal cleaning solution which contains no abrasive additives.
